UN Chief Raises Alarm as US–Iran Clashes Spread and Lebanon Displacement Surges

Secretary-General António Guterres called on all parties to exercise maximum restraint after overnight exchanges of fire between the US and Iran, while UN agencies warned of a deepening humanitarian emergency in Lebanon.


US–IRAN EXCHANGE OF FIRE


Secretary-General António Guterres expressed alarm Tuesday over an overnight exchange of fire between the United States and Iran, including reports that Iran had targeted Kuwait and Bahrain. Guterres said he was deeply troubled by civilian casualty reports and urged all parties to exercise maximum restraint.


"The sovereignty and territorial integrity of all countries must be fully respected," the Secretary-General's office said in a statement read by Spokesperson Stéphane Dujarric at the Noon Briefing. The Secretary-General condemned all attacks on civilian infrastructure, citing obligations under international humanitarian law that strictly prohibit the targeting of civilian objects.


"The Secretary-General reaffirms his full support for all ongoing mediation efforts, including those led by Pakistan."


Guterres called on all parties to engage constructively and in good faith with diplomatic initiatives, warning against any further escalation that could undermine those efforts.


LEBANON: DISPLACEMENT AND A COLLAPSING HEALTHCARE SYSTEM


In Lebanon, the humanitarian situation continued to deteriorate sharply. An estimated 200,000 people were displaced from Beirut's southern suburbs alone following an evacuation order issued by the Israeli Defense Forces on June 1st. In South Governorate and Nabatieh, local authorities reported that 30,000 and 4,000 families respectively had fled violence in recent days.

As of Tuesday, nearly 135,000 people were registered in collective shelters, which UN officials described as increasingly overcrowded, with thousands more sleeping on the streets or along the seaside.


Healthcare infrastructure has also come under sustained pressure. According to Lebanon's Ministry of Public Health, night strikes on June 1st killed five people and injured 48 others, including a doctor and five hospital workers at Tebnine Governmental Hospital in Nabatieh Governorate. The UN noted this marks at least the fourth strike affecting the facility since March 2 — the only operating trauma hospital in the area.


UN agencies and partners said they are continuing to deliver clean water, hygiene kits, and other aid, and renewed calls for the protection of civilians and health workers, as well as unimpeded humanitarian access across the country.


UNIFIL MONITORING ALONG THE BLUE LINE

The UN Interim Force in Lebanon reported a sharply escalating situation along the Blue Line. On Monday, Blue Helmet peacekeepers observed intensive ground and air activities by the Israel Defense Forces, including armored movements, large-scale engineering and demolition works, and sustained logistical traffic.


UNIFIL detected 70 violations of Lebanese airspace by the IDF and approximately 24 airstrikes by Israeli fighter jets, as well as one rocket attack by an IDF helicopter. Peacekeepers also recorded 21 launches of projectiles from north to south — including one that crossed the Blue Line — and approximately 826 trajectories of IDF projectiles fired from positions south of the line, marking a record high for the third consecutive day since April 17.


The mission called on all parties to exercise maximum restraint, respect the cessation of hostilities arrangements, and comply fully with their obligations under Security Council Resolution 1701.
